Step 1 shows the current projections for a typical health economy for occupied bed days for emergency emergencies. This is based on a population of 140,000 and a starting point of c.84,000 occupied bed days. The initial assumptions are a 3% per annum growth in emergency admissions and a similar growth in the number of over 65 year olds within the local population.

The output below shows a significant overshoot for the PSA target in a 'do nothing' scenario, with occupied bed days increasing by 17% instead of decreasing by 5%.
